Five years of friction among telcos and town halls in Costa Rica

Five years have passed since Costa Rica opened up its telecommunications sector to the private sector for cellular services, but disputes continue between municipalities and the phone companies over the  construction of communications towers.

Permits have been stalled in several key municipalities, where opponents of the towers fear that they are a danger to public health.
