Foreign bids to be invited for Costa Rican refinery

International bids are understood to be invited for the construction of a new oil refinery for Costa Rica.

The announcement means that the alliance between the state refining company, Recope, and a Chinese company will be a dead letter.

Recope has set up a technical committee to analyze all possible alternatives for the project
