Four kilometers of state paralysis in Costa Rica

The Circunvalación Norte ring road of San José is non-controversial in Costa Rica. In fact, nobody is opposed to it.

It’s a small project, measuring only 4 kilometers of a four-lane highway. But it has been paralyzed by red tape for years.
