Guatemala’s parliament passed a $6.8 billion national budget for 2011 after a long debate.
At the insistence of opposition legislators, next year’s budget will forbid the government to switch funds among ministries. It also includes cost-cutting.
The budget forecasts a fiscal deficit of 2.7 to 2.8 percent.
