Honduran experiment with charter cities is turning sour

Honduras has a bold plan to attract investment by founding “charter cities”. But it is not going well.

The plan to correct the country’s faults is causing alarm. The zones can be created in thinly populated areas without the consent of the locals. Hondurans inside them will lose some rights, such as habeas corpus and press freedom.
