Italy's Impregilo proposes Panama Canal deal

Italian builder Salini Impregilo, part of the GUPC consortium which is working on the Panama Canal expansion, proposed a new deal to keep the project going.
Impregilo's proposal involves the canal authority paying $1 billion to complete the work.
Jorge Quijano, who heads the Panama Canal Authority, said he could not negotiate over Impregilo's proposal.
