Legislators in Honduras back plan to create Hong Kong-style autonomous enclaves

A project in Honduras to create Hong Kong-style enclaves with judicial autonomy and grant major concessions to investors was backed by legislators.

In the first of four debates on the issue, legislators backed a reform of the Constitution to create “special development regions” with powers to sign international conventions.

Despite the enthusiasm, however, there remains much opposition in some sectors to the creation of what will be states within the state.
