Limp economy fails to stem Salvador rivers of blood

The government’s Plan for a Safe Salvador is an attempt to end the nation’s bloodshed. But opportunities for gang members to make an honest living are few, amid sluggish economic growth.
The plan will cost $2.1 billion over five years but it is not clear where the money will be found. The United States has said it will contribute, but not how much.
