Many Davids fight solar power Goliaths in Costa Rica
The rights of people in Costa Rica who want to invest in solar power for their homes and businesses face opposition from the nation's power distributors.
However, the future of solar power use remains unclear, not least because the preliminary version of an executive decree that was meant to make matters clear, has created even more confusion.
One of the proposals aims to permit the growth of more solar panels. However, their installation have to be subject to a study that would depend on how the electricity distributor might be affected but the meaning of "affected" is not defined.
