Mexico's ICA Fluor signs $1.1 billion refinery upgrade

ICA Fluor said it had signed a $1.1 billion refinery upgrade contract with Mexican state-owned oil company Pemex PTI natural gas, refining and petrochemicals unit.

The contract entails supplying "detail engineering, procurement and construction services for the utilities and offsites that are part" of the upgrade of the refinery in the central state of Hidalgo.
