Mexico's Pena Nieto aims to tighten controls on debt

Mexico President Enrique Peña Nieto submitted to Congress proposed new laws to increase transparency and tighten controls over debt issued by states and municipalities.

Constitutional amendments to overhaul rules for state and municipal debt were first proposed in 2013, but took until May of this year to be passed by Congress and signed into law.
