Mexico's Pena Nieto heads south to boost prosperity

Mexico’s President Enrique Peña Nieto announced a 10-point plan of police and justice reforms on Thursday that was spurred by the “barbaric” disappearance of 43 students two months ago.

Noting the growing gap between the rich, modern, manufacturing regions of Mexico and the southern states, where growth has been stagnant for two decades, the president said he would also create special economic areas with tax breaks and incentives for companies in Guerrero, Oaxaca and Chiapas.

“Development of the south cannot wait any longer,” he said.
