Mistake paralyzes Costa Rica's Moín refinery

Jorge Villalobos resigned yesterday as president of Costa Rica's state-owned oil company Recope, Costa Rican newspaper La República reported.
The reason was a disagreement over the company chosen to carry out the Moín oil refinery project, Soresco.
Another problem was the preliminary study for the project, which caused problems between Recope and the State over an unexplained use of $50 million.
