Some 19,000 foreign workers could be provided with legal residence permits that include jobs.
The estimate has been provided by the “Crisol de Razas” (Crucible of Races) program, the seventh of the National Migration System.
Trade unionists, bosses and economists have argued over the proposal, amid opposition to the loss of jobs that could be filled by Panamanians.
