Panama’s National Lottery reckons it will take an investment of $35 million to establish a US-style Lotto scheme.
As a result, it wants to create a private-sector partner to defray the cost.
The lottery’s director said that he wants the partner to be chosen by international tender. It would have the right to earn 50 percent of the earnings.
