Panama's offer rejected by indigenous groups

A proposal by President Juan Carlos Varela of Panama that sought to allow the completion of the Barro Blanco hydroelectric plant has been rejected by Indigenous leaders.

Varela called for indigenous groups to allow the completion of the 95% finished project. He said the plant would not enter into operation until talks were held with the communities.
