Pemex rescue plan fails to convince

Andrés Manuel López Obrador, the Mexican president, has outlined proposals to slash Pemex’s tax burden by $6.7 billion in 2020-21.
However, the move failed to convince investors it would help prevent another ratings downgrade for the indebted state oil company, the Financial Times reports.
