Productivity alone could move Costa Rica

In the absence of a fiscal solution, Costa Rica would have tok work out how to speed up its plans to reactivate the economy.

Conditions will have to be established to make companies produce better and more within a framework of clear and effective rules. By promoting production and productivity, more taxes could be gathered.
