Project that was never launched strangles Costa Rican capital

The government of Costa Rica is not at all certain that President Luis Guillermo Solís will end his term before laying the foundation stone of the Circunvalación Norte, San José’s northern ring road.

What is still required is scarcely four kilometers of a four-lane highway that is to be built by a $150 million loan from the Central American Bank for Economic Integration.
