Racsa mulls state-sector spin-off for Costa Rican telecoms with ICE

Racsa, the telecommunications arms of the state-owned Costa Rican Electricity Institute, ICE, may be mulling a spin-off.

Not everyone is convinced by the idea, however. Many people in the private sector regard both Racsa and ICE as surplus to requirements.

However, Racsa executives see a golden opportunity for the development of services that ICE has regarded of low priority.
