Recope needs financial data for Costa Rican refinery

After four years of studying a project to build a refinery in Costa Rica, Recope, responsible for the studies, still doesn't know the financial details.

Recope, Costa Rica's state oil company, has yet to be given the information concerning the total cost, the rent of the refinery and the potential savings for users.

Preliminary estimates show the project is worth $1.5 billion.
