Red tape bars the way to trade within region

Red tape is a major barrier to trade within Central America. For example, public health regulations stop Cargill from exporting chicken to Guatemala from its plant in Costa Rica while its Nicaraguan plant is unable to export to Costa Rica.

What appears to be the problem  in many cases is that the red tape is used for political reasons that have nothing to do with public health.
