Region sets out proposal for Obama plan

El Salvador, Honduras and Guatemala — the countries of Central America’s “Northern Triangle” — have presented their view of what Barack Obama’s $1 billion plan should look like.
The plan aims to generate prosperity and stem emigration. It will be formally presented at the Americas Summit next month in Panama.
