Revolt throws Costa Rica’s fiscal reform into disarray

Allies of Costa Rican President Laura Chinchilla lost control of Congress as opposition lawmakers dealt a blow to her reform agenda.

Legislators on the right and left voted to replace the head of Congress, a Chinchilla loyalist, and have vowed to reject the president's tax and fiscal reform plans.

The new alliance controlling Congress has said one of its top aims is to block the president's fiscal reform plan which would cap government spending while raising revenue through a value-added tax and other measures.
