Roads not enough to ease Costa Rica woes

Among Costa Rica's top priorities in the development of infrastructure are the Circunvalación Norte, the ring road surrounding the capital, and extension of the Pan-American Highway.

These projects, however, will not be enough to reactivate the economy, which is growing by less than 3 percent while the jobless rate has risen to 11 percent, La República reports in Spanish.
