Sherlock Holmes enjoys a brief vacation in Panama

Panama’s Chamber of Commerce says that potential investors in the country’s public tenders are being frightened away by the lack of legal guarantees and the rule of law.
The chamber did not specify which public tenders it was talking about, there was no need to call on Sherlock Holmes to identify it. Earlier this month the committee supervising the tender for the fourth bridge over the Panama Canal was dissolved. The project was expected to have required an investment of $1 billion.
