Surprises in Panama power tender

Though a result has yet to be announced, there were results in a Panama tender organized by the state power company, Etesa.

Bids for the 350 megawatt plant came fast and furious. An offer from a Chinese company raised eyebrows as it undercut the hot favorite, US-based AES.
