Telecoms titans face obstacles created by opponents of cell licenses in Costa Rica

Many people thought that the 2007 referendum had confirmed Costa Rica’s proposal to open the state-controlled market in telecoms.

But resistance continues amid trench warfare against the major advances made by Mexico’s América Móvil and Spain’s Telefónica.

The companies are facing obstacles in several communities where local leaders are showing resistance or simply want changes to suit them rather than the companies.
