Three presidents fail to show up for regional summit

Of the six Central American presidents due to attend the regional summit in Nicaragua, only three showed up.

And the three that failed to arrive were the presidents of Costa Rica, Panama and Guatemala, the largest economies of the region.

Resolutions included one that required "urgent action" on a decision that was made more than a decade ago.
