Towers and red tape slow Costa Rica telecoms

Costa Rica’s long-awaited market opening in cellphones faces a new delay.

The opening was supposed to be ready this month but several municipalities have yet to grant permission for towers to be installed by Mexico’s América Móvil and Spain’s Telefónica.

In addition, the regulator Sutel has yet to complete a new tariff structure.
