US aid for Northern Triangle has strings attached

The $750 million approved by Congress for the Northern Triangle of Central America — Guatemala, El Salvador and Honduras — include conditions that the recipient countries will have to comply.

Three quarters of the money has to be spent on national and border security, social development and fiscal and political reforms. The three countries will be able to spend the rest of the money, with similar programs.
