The United States maintains an embargo on shrimp exports from Costa Rica to the United States because of fishing practices that cause the killing of turtles.
Pretoma, a Costa Rican non-governmental organization, says that the embargo will continue.
In contrast, 12 other countries passed the certification. They included Guatemala, Honduras and Panama.
